Executive Leadership
Steve Novosad
Steve Novosad, Fellow, Associate Vice President ITS at HNTB Corporation, was elected to serve as Chair. Mr. Novosad has been instrumental in shaping the connected vehicle movement over the past 16 years. His work in intelligent transportation systems and software implementation has spanned three decades.
Jeff Dailey
Jeff Dailey joined NTTA in 2021 as the Assistant Executive Director of Operations. He leads the Contact Center and Collections, Information Technology, Customer Care and Human Resources departments to provide exceptional services to NTTA’s customers and staff. Dailey has more than 35 years of public and private sector executive management experience. This includes transportation and other infrastructure, such as, toll highway/managed lanes, Public/Private Partnerships, toll and facility operations/maintenance, information technology, toll collection, and innovation/emerging mobility technologies.
Before joining NTTA, Dailey served on several Texas Department of Transportation statewide task forces focused on emerging technology and innovation in transportation. He currently serves as a Director on the governing Board of the International Bridge, Tunnel, and Turnpike Association (IBTTA). He also serves as Chairman of IBTTA’s Innovation Sub-Committee.
Over the course of his career, Dailey has delivered more than $20 billion in infrastructure improvements and has a track record of on-time and within-budget delivery. He is a licensed Professional Engineer in eight states and is the recipient of numerous industry awards. Dailey earned a bachelor’s degree in Science in Civil Engineering from Ohio State University.
Frank Perry
Frank Perry currently serves as Senior Vice President, Sr. Technical Principal, V2X Solutions at WSP. He has over 15 years of experience in connected vehicles, along with over 25 years of systems engineering and project management experience.
Mr. Perry led the deployment and operations of the original USDOT Connected Vehicle Testbed in Michigan, device Interoperability Testing for the USDOT Safety Pilot Project, Implementation and Testing for a FHWA Cooperative Adaptive Cruise Control (CACC) project, and authored Version 4.1 of the DSRC Roadside Unit (RSU) Specification for FHWA. Mr. Perry is working with Michigan, Minnesota, and several other municipalities to deploy, test, and operate Connected Vehicle systems. He has been part of SAE and IEEE DSRC Standards development since 2004 and is currently a member of the SAE J2735 DSRC Technical Committee, Chair of the SAE Cellular-Vehicle-2-everything (C-V2X) Direct Communication Task Force.
He currently Chairs OmniAir’s Technical Working Group, and is a member of the Coordinating Council and Executive Committee of OmniAir’s Board of Directors.
Mike Brown
Mike Brown is an Institute Engineer for Southwest Research Institute (SwRI). He has been a leader in the development of intelligent systems for over twenty-one years. Mr. Brown has served various federal, state, and commercial clients in projects spanning the areas of Advanced Traffic and Traveler Information Systems, Smart Cities, Cybersecurity, Connected Vehicle Systems, and Vehicle Automation. Mr. Brown is a subject matter expert for numerous standards committees in standards development organizations including Institute of Electrical and Electronics Engineers (IEEE), Society of Automotive Engineers (SAE) and International Organization for Standardization (ISO).
Nick Hegemier
Nick is the Managing Director of Infrastructure for DriveOhio, he oversees the development of Ohio standards for the deployment of Connected and Automated vehicle technology. Focusing on interoperability, these standards are key in achieving a unified statewide infrastructure that works for all wherever they travel within the state. He collaborates with various technology industry partners on the development and testing of new products for use in the areas of intelligent transportation systems and connected/automated vehicle technology. This is done with the goal of improving operations by creating efficiencies within the department through the use of technology and the data it enables.
Jason M. Conley
Manish Chourey
Manish Chourey is the Chief Technology Officer at the North Carolina Turnpike Authority (NCTA), where he has been instrumental in leading modernization and innovation efforts. With over 30 years of experience in the tolling industry, he has been recognized for his leadership in electronic tolling, cloud migration, and connected vehicle initiatives. Chourey’s expertise extends to industry organizations such as OmniAir Consortium and IBTTA, where he actively contributes to advancing connected vehicle and tolling technologies globally. His work has been recognized with the 2024 Toll Excellence Award for Technology, highlighting his significant impact on the transportation industry.

Henry McDonnell
Henry McDonnell is a seasoned professional with over 30 years of experience in the field. He currently leads as the Head of Sales and Marketing at Keysight Technologies, where he is instrumental in shaping the company’s product strategy for next-generation automotive solutions. McDonnell has held leadership roles in sales and product marketing at companies such as MSI, Actix, and Agilent Technologies, showcasing his deep expertise in telecommunications and product management. His work has been recognized with numerous industry awards, and he is a licensed Professional Engineer in eight states.
David Sequino
Co-Founder & President INTEGRITY Security Services (ISS) has more than two decades of experience, delivering next-generation security. As VP of Sales, Marketing, and Product Management, David and the team built Certicom into a leading security provider, tripling the size of the company before its sale. David holds a bachelor of science degree in electrical engineering from Northeastern University and attended MIT’s Sloan School of Management’s Executive Leadership program.
Fernando Rodríguez
Fernando Rodríguez holds a Telecommunications Engineering degree from Universitat Politècnica de València, Spain and an Executive MBA degree from University of Southern California. He started his career in the wireless test industry in 1999 in Germany at 7layers. He then moved to California to launch the US laboratory. From 2009 until 2019 he lead the organization to become a leader in the North American TIC industry. The appointment as the first OmniAir Authorized Test Laboratory was one of its chief achievements. In January 2020, Fernando joined DEKRA as Vice President of the Business Line Connectivity Testing. He leads the activities related to wireless technologies, including Connected and Autonomous Vehicle activities.
Jose Dios
Jose Dios serves as the Chief Information Officer for the New Jersey Turnpike Authority, where he oversees the Authority’s entire technology portfolio, including electronic toll collection, enterprise information systems, and operational technology that supports safe and reliable travel on the New Jersey Turnpike and Garden State Parkway.
Lauri Brady
Lauri Brady is a seasoned transportation professional with over 20 years of experience in both the public and private sectors. She has held various roles within the commercial vehicle industry, including with Xerox, PrePass, and the Arizona Department of Transportation. Her expertise extends to policies and procedures development, program planning and administration, public speaking, presentation skills, program and project management, facilitation, strategic planning, and analysis. Lauri Brady’s experience also includes Federal legislation, lobbying efforts, and bill review, as well as her role with the Pennsylvania Turnpike Commission. Her leadership and expertise have been recognized by her appointment to the Board of Directors of the OmniAir Consortium, where she will contribute to the promotion of interoperability and certification in the transportation technology sector.
Maureen Bock
Maureen Bock is the Office of Innovation Manager at the Oregon Department of Transportation, where she leads development and implementation of innovative funding and policy strategies for Oregon’s transportation system. She is nationally recognized for her leadership of Oregon’s Road Usage Charge Program (OReGO), one of the first operational road user charging programs in the United States, and frequently shares her expertise on sustainable transportation revenue at conferences and advisory panels across the country
Stacia Ritter
Stacia Ritter is the Assistant Chief Operating Officer – Toll Collection with the Pennsylvania Turnpike Commission. With more than twenty-five years in transportation operations, policy development, and public-sector leadership, Stacia brings experience that spans strategic planning, legislative development, system modernization, and enterprise level program delivery. Her career includes leading major toll enforcement and transportation funding legislation in Pennsylvania, as well as advancing technology and operations initiatives designed to improve customer experience, ensure revenue integrity, and support seamless tolling.
Stacia began her governmental career in the Pennsylvania House of Representatives after graduation from Shippensburg University as a budget analyst for the Democratic Appropriations Committee. After earning her juris doctor degree from Widener School of Law in 2001, she served as legal counsel for the Democratic Intergovernmental Committee. She also served as executive director of the Minority Commerce Committee, executive director of the Majority Transportation Committee and assistant executive director of the Democratic Appropriations Committee before taking her current position with the Turnpike Commission in September 2011.
Robert Galvin
Robert Galvin is the Chief Technology Officer of the Port Authority, where he has led the development of mobile apps for PATH, the Port Authority Bus Terminal, and mobile websites for JFK, LaGuardia, and Newark airports. He also works with the Chief Security Office to develop and implement an agency-wide Cybersecurity program and has moved the organization toward a secured cloud environment.
Prior to joining the Port Authority, Mr. Galvin was CTO of the NYC School Construction Authority, where he reorganized the Technology Department and modernized their enterprise applications by deploying data warehousing, cloud, and mobile technologies.
Galvin has over 25 years of experience in both public and private sectors, and mentors graduate students at Columbia University seeking degrees in Technology Management. He also serves on the board of OmniAir Consortium. Galvin holds a Bachelor’s degree from Central Michigan University, majoring in Management Information Systems.

Vincent Park
Vincent Park is a Senior Director of Engineering at Qualcomm, where he conducts research on mobile network architectures and protocols. He has a strong background in electrical engineering, holding both B.S. and M.S. degrees from the University of Maryland, College Park, MD, USA. Prior to joining Qualcomm, he was a Technical Lead at Flarion Technologies and part of the Networks and Communications Systems Branch at the Naval Research Laboratory. Park is an inventor of over 75 granted U.S. patents and has contributed to various standards organizations, including the IETF and the IEEE-SA. His work spans a range of topics, including direct communication, signal-to-interference ratio, and mobile social networks.
