On March 26, OmniAir Consortium® hosted its first "V2X Tolling Workshop," bringing together over 100 leaders from automotive, telecommunications, payments, and the tolling industries. The event, hosted in partnership with the North Carolina Turnpike Authority at Raleigh-Durham International Airport, featured panels and presentations, followed by a participatory workshop on the future of V2X tolling certification and advancing real-world deployment.
E-ZPass Executive Director and OmniAir Chair, P.J. Wilkins, and NCTA Executive Director, J.J. Eden, opened the workshop outlining the tremendous opportunities presented by V2X tolling and in-vehicle payment systems. These were followed by panel discussions on both V2X Direct and Network V2X tolling projects in North Carolina, as well as future projects for in-vehicle payments.
Toll Insight's Lev Pinelis talked about successful examples of innovation in the tolling industry. NCDOT Division of Aviation's Jason Schronce presented on North Carolina's leading advanced air mobility (AAM) and unmanned aerial systems (UAS) programs and discussed the role of wireless communications technologies in enabling safe, secure deployment at scale.
This is followed by breakout sessions with in-depth discussions on technical, operational, and policy issues related to V2X tolling and in-vehicle payments. Participating OmniAir® members and guests included representatives from Abertis Mobility Services, AECOM, Audi, Brandmotion, Cintra, Cohda Wireless, Conduent, DEKRA, DENSO, DKS Associates, Ettifos, E-ZPass Group, GFT, HDR, HNTB, IBM, IBTTA, Indra, Kapsch, LG Electronics, Marben, Maryland Transportation Authority, Mastercard, Neology, North Carolina Department of Transportation, Ohio Turnpike, OmniTrust, P3 Mobility, Parsons, Pennsylvania Turnpike, Potomac Striping, Q-Free, Qorvo, Qualcomm, RS&H, SaesolTech, Star Systems, STV, T-Mobile, The Eastern Transportation Coalition, Toll Insight, Verizon, Volkswagen Group of America, Volvo, and WSP.
The consensus from workshop participants was clear: V2X technology and in-vehicle payments will play an important role in the future of electronic toll collection. The next step involves refining implementations, aligning business models, clarifying roles across the ecosystem, and establishing policy frameworks that enable large-scale deployment. Participants agreed that certification and testing will be foundational to success, ensuring conformance, interoperability, security, and trust across the complex ecosystem of connected vehicles and roadside systems. The discussions also underscored the importance of alignment with emerging standards such as SAE J3217 (V2X-Based Fee Payment).
With a decade of leadership in both UHF-RFID tolling and V2X connected vehicle certification, OmniAir is uniquely positioned to lead this next chapter. Building on its proven testing scopes, test cases, accredited laboratories, and test sites, specialized tools, and collaborative network of OEMs, suppliers, and public agencies, OmniAir plans to establish a unified V2X tolling certification framework within the next 12 months to support large-scale deployment.
“The industry has moved past proving the technology,” said Jason Conley, Executive Director of OmniAir. “Now it’s about execution. OmniAir brings the structure, certification expertise, and ecosystem partnerships needed to turn V2X tolling into a deployable, trusted solution.”
To maintain this momentum, OmniAir has launched a dedicated V2X Tolling Working Group leveraging the expertise of practitioners from across the tolling, automotive, and communications sectors. The new Working Group will develop a program scope and test specifications for a future testing and certification program for V2X-based tolling equipment, systems, and messages for both Direct and Network V2X, as well as other in-vehicle payment systems. The new V2X Working Group kicks off in late April.
