The past two months have seen a flury of new waive applications filed with the Federal Communications Commission (FCC) to allow early C-V2X use of the 5.9 GHz band, in advance of final technical and service rules. These include state departments of transportation, municipalities, universities, and others seeking to deploy C-V2X equipment in the near future.

Each of the new C-V2X waiver requests indicate a willingness by parties to accept conditions approved as part of the waiver allowing early cellular-vehicle-to-everything use of the 5.9 GHz band before the FCC adopts final technical and service rules. 

In April, the FCC granted a waiver to the “Joint Waiver Parties, allowing initial C-V2X deployments.  However, this waiver was only applicable to the Joint Waiver Parties: Audi of America, Inc., Ford Motor Company, Jaguar Land Rover, the Utah Department of Transportation, AAEON Technology Inc., Advantech Co., Ltd., Applied Information, Inc., Cohda Wireless Pty Ltd., Commsignia, Inc., Danlaw Inc., HARMAN International Industries, Inc., Kapsch TrafficCom USA Inc., and Panasonic Corporation of North America.  Other parties, not part of the Joint Waiver are required to file separate waiver applications.

Since the waiver grant in April to the Joint Waiver Parties, the following have submitted amended waiver requests, aligning with the requirements of the waiver grant to the Joint Waiver Parties:

In addition, the following waiver requests, filed prior to the grant of the joint waiver, are still pending before the FCC:

In total, there are over 20 requests for waivers to allow early deployment of C-V2X have been filed with the FCC.
