Headquartered in Taipei City, they are the largest telecommunications provider in Taiwan and the leading domestic and international fixed communication, mobile communication, broadband, and internet service provider.
Chungwha Telecom Laboratories has been tasked by Taiwan’s Ministry of Transport and Communications (MOTC) with developing a PKI security framework for Taiwan’s C-V2X connected vehicle programs.
“We are excited to have a recognized leader in telecommunications technology like Chungwha Telecom as an OmniAir® member,” said Jason Conley, Executive Director of OmniAir Consortium. “This will help to advance our vision for offering truly global certification solutions for connected vehicles.”
In June, OmniAir signed a Memorandum of Understanding with Taiwan Telematics Industry Association (TTIA)to collaborate on developing certification programs for Taiwan and the Indo-Pacific Region.
Chungwha Telecom joins a growing number of OmniAir members from Taiwan, including ECOLUX, FETC, Int’l, HwaCom Systems, Inc., SPORTON Labs, TUV Rheinland Taiwan, and the Vehicle Safety Certification Center.

A la carte pricing for device certification is currently $10,500 per device (single protocol only). OmniAir Plugfest testing tickets are $6,000 each, with two planned for 2023.
With the launch of OmniAir’s new multi-protocol tolling certification program, the fee for certifying just one tri-protocol RFID tolling tag or reader (6C, SeGo, and TDM) is $30,000. A full schedule of our certification services fees is available on our website.

VSCC Joins OmniAir
OmniAir Consortium®, the leading industry association promoting interoperability and certification for ITS, tolling, and Connected Vehicles, is excited to announce our newest member, the Vehicle Safety Certification Center (VSCC).
VSCC is the organization responsible for the approval of automotive products in Taiwan, under the supervision of the Taiwan Ministry of Transport and Communications (MOTC).
VSCC is tasked to research vehicle safety regulation and administration systems, assist MOTC by providing services related to vehicle safety certification, and enhance vehicle safety.
“Adding members like VSCC, that have a deep understanding and focus on vehicle safety and the need for certification is a perfect complement to help in our effort to deploy OmniAir Certified® devices around the world,” said, Jason Conley, Executive Director of OmniAir®.
OmniAir has had a sharp increase in membership from companies based in Taiwan this year. OmniAir and the Taiwan Telematics Industry Association (TTIA) entered a Memorandum of Understanding to help advance OmniAir Certification for V2X devices in Taiwan and the Indo-Pacific region.

Costa del Sol Plugfest – Málaga, Spain
OmniAir Consortium®, the leading industry association promoting interoperability and certification for ITS, tolling, and Connected Vehicles, is bringing our Plugfest back to everyone’s favorite testing location Málaga, Spain the week of October 24, 2022, for the Costa del Sol Plugfest.
The OmniAir Costa del Sol Plugfest, hosted by DEKRA, will feature comprehensive testing for C-V2X devices, including OBUs, RSUs, and Modules. In addition to testing standards used in North America, Korea, and Taiwan. For the first time OmniAir is offering testing for test cases based on standards for Europe and China.
In conjunction with the OmniAir® Costa del Sol Plugfest, OmniAir is offering a one-day workshop on advancing the connected mobility ecosystem. This in-person workshop will address key technical and policy issues and will be held on Tuesday, October 25. Guests will also have a tour of the testing activities, live demonstrations, and an evening networking reception. “DEKRA is the first test laboratory in the world to earn OmniAir Authorized Test Laboratory (OATL) status for LTE-V2X PC5-based, cellular-vehicle-to-everything technology, and they provide the perfect setting to conduct successful testing,” said Jason Conley, Executive Director of OmniAir.
The Costa del Sol Plugfest will test LTE-V (C-V2X PC5) devices for conformance, interoperability, and security in both lab and field environments. Devices under test will have access to comprehensive testing of the following test cases provided by OmniAir staff, member test laboratory, test equipment, and PKI provider personnel.

- 762-J3161/1 (LTE-V2X V2V Minimum Performance & Message Profiles)

For field testing, there are currently six V2X safety applications planned for testing: Red Light Violation Warning (RLVW), Emergency Vehicle Preemption (EVP), Reduced Speed Zone (RSZ), Lane Closure Warning (LCW), Curve Speed Warning (CSW), and Emergency Electronic Brake Light, (EEBL). In addition to application testing, there will be GNSS location accuracy and verification.
DEKRA TESTING FACILITY
OmniAir Plugfests are the premier testing event for Connected Vehicles. These week-long events provide an opportunity to test V2X devices, in both lab and field environments, with leading laboratories and test equipment providers from around the world. Participation in OmniAir Plugfests are strongly encouraged for any C-V2X vendors considering applying for OmniAir Certification or Qualification of a device or test system.
OmniAir Plugfests draw device manufacturers, Tier One Suppliers, chipset providers, OEMs, deploying agencies, and leading engineering firms from Asia, Europe, and North America.
Participants can take advantage of state-of-the-art testing at DEKRA’s test track and host facilities. Their track includes actual and simulated infrastructure elements and vehicles.

OmniAir Submits Comments to FCC Supporting C-V2X Waiver Requests
OmniAir Consortium®, the leading industry association promoting interoperability and certification for ITS, tolling, and connected vehicles, submitted comments to the Federal Communications Commission in support of the joint waiver request made by automakers, state departments of transportation (DOTs), and equipment manufacturers to permit them to deploy and operate Cellular Vehicle-to-Everything (C-V2X) technology immediately in the 5.895 – 5.925 GHz Band.
“While OmniAir® supports granting individual waivers to allow C-V2X operations, it is well past time for the FCC to issue the promised national rules supporting C-V2X technology,” said Jason Conley, Executive Director of OmniAir. “C-V2X is poised for widespread deployment. Final rules are needed to provide certainty to the industry. As the industry waits for the government to act, motorists and vulnerable road users will remain at a heightened risk for death and injury as these potentially life-saving technologies remain shelved.”
OmniAir has implemented a conformance and interoperability certification testing program for Vehicle-to-Everything (“V2X”) radio devices – including C-V2X radio devices — operating in the 5.9 GHz Band to provide “trusted communications” for transportation. Many of the waiver applicants are OmniAir members.
