OmniAir Consortium® is looking forward to continued growth of our V2X and tolling certification programs in 2020.
There has been a great deal of discussion over the past several weeks about the recent decision by the Federal Communications Commission (FCC) to issue a Notice of Proposed Rulemaking (NPRM) on the 5.9 GHz Band, also known as “the Safety Spectrum.”
Many in the transportation community who have been working to develop and deploy life-saving V2X technologies view the proposal with dismay. There is much to criticize in the Commission’s proposal. In particular, the proposed reallocation of 45 MHz away from transportation safety, and for use by unlicensed devices, thus leaving only 30 MHz for V2X, represents a poor policy choice.
However, the NPRM opens the door to the widespread adoption of C-V2X devices the United States. Currently, C-V2X projects can only be deployed under an experimental license.
Undoubtedly, the FCC’s proposal will be the subject of much discussion and debate. Over the next several months, we will see this play out before the FCC, in the press, and in the halls of Congress. OmniAir® will file its own comments, noting our concerns with the proposed spectrum reallocation plan.
However, the need for trusted communications devices for transportation safety will not wait for policymakers. Neither will OmniAir. We are moving forward!
OmniAir’s goal is to ensure that all V2X devices deployed conform with industry standards and meet minimal requirements for interoperability, regardless of the underlying radio technology.
Next year, OmniAir will launch the world’s first comprehensive certification program for C-V2X devices. This program has been in development since early 2019, and OmniAir’s C-V2X Working Group has already finished over 100 new and unique test cases.
We expect all test specifications to be completed by our Spring Plugfest. During the spring, we expect to begin test equipment qualifications and lab authorizations for C-V2X testing. We expect the program to launch by early Q3.
At the same time, we are continuing to grow and evolve OmniAir’s DSRC-V2X certification program. We are continuing to work with the Federal Highway Administration on developing new RSU and security tests.
In addition, there are now eight OmniAir Authorized Test Laboratories around the world performing certification programs for DSRC-V2X devices. We are expanding OmniAir’s certification programs outside of North America. This growth reflects the continued strong, and growing, global market for connected vehicle technologies. OmniAir is expanding the reach of our certification programs to meet the demand for trusted and certified devices.
OmniAir’s key initiatives for 2020 include:
- Launch of an OmniAir C-V2X Certification Program
- Launch of a Multi-Protocol Tolling Device Certification Program
- Development of a new certification program for V2X application testing
- Development of a new program for authorizing test tracks for CAV and tolling testing.
- Continued development of tests for DSRC devices, with a focus on RSU testing.
We are also planning our next V2X Plugfest the week of April 27-May 1. The OmniAir Lonestar Plugfest, hosted by City of Austin, will be a comprehensive testing event for both DSRC and C-V2X devices, with a connected vehicle policy conference and technical learning sessions and site tours throughout the week. More information will be available in early January.
Finally, we are planning the most important expansion of our certification program for RFID tolling tags and readers. OmniAir is developing, with the help of leading experts from the tolling community, the first Multi-Protocol Tolling Device Certification Program. With the launch of this new program, OmniAir will advance the long-sought goal of national toll interoperability.

OmniAir Announces Agenda for Connected Vehicle Policy Conference
OmniAir is pleased to announce the agenda for the Connected Vehicle Policy Conference in Malaga, Spain. The conference will take place on the first day of the OmniAir European Plugfest on Monday, September 30. The Connected Vehicle Policy Conference is the first day of the week-long testing event for connected vehicle technologies.
Attendees will have the opportunity to learn about the latest developments in V2X, C-V2X, and CAV testing and deployment from government and industry leaders, and technology experts from around the world.
OmniAir is very pleased to announce two leading experts on connected mobility and automotive safety as our keynote speakers:
Ana Blanco Bergareche, Assistant Deputy Director for Mobility, Directorate-General for Traffic (DGT)
Maxime Flament, Chief Technology Officer for the 5G Automotive Association (5GAA)
Panel discussions on V2X testing and certification, the emerging marketplace for C-V2X, and cybersecurity will round out the day. A networking reception will follow immediately after.
On Tuesday, attendees will have the opportunity for a VIP tour of the testing floor, and field testing facilities. Throughout the week, teams of engineers with V2X devices will rotate through 18 test stations operated by leading test labs and test equipment providers from around the world.
Devices will be subject to tests on performance, interoperability, security, and field performance. Comprehensive testing will be offered for DSRC, C-V2X, and ITS-G5 devices.

SPORTON INTERNATIONAL Joins OmniAir Consortium
OmniAir Consortium®, the leading industry association promoting interoperability and certification for ITS, tolling, and connected vehicles, announces that SPORTON International, Inc. (SPORTON Lab) has joined OmniAir®.
Headquartered in Taipei City, Taiwan, SPORTON is one of the most recognized wireless test laboratories in Asia, with seven test laboratories in Taiwan, as well as additional locations in China (Kunshan & Shenzhen), Korea, and the United States (Milpitas, California).
Established in 1986, SPORTON is a designated testing lab for regulatory bodies such as BSMI, NCC, TAF. An ISO 17025 Accredited Test Laboratory, SPORTON is the largest test lab specializing in EMC/Safety tests. Certified by PTCRB, GCF, and CTIA, SPORTON has been deeply involved in the development of radio conformance tests for LTE-V2X. C-V2X Certification Workshop this Week!
Seats are going quickly; must register in advance to participate!
On June 27, OmniAir Consortium will kick off its “C-V2X Certification Initiative” with a workshop in Milpitas, California. The workshop, hosted by Bureau Veritas, will provide participants with an opportunity to help shape the requirements for OmniAir’s future C-V2X Certification Program.
Attendees will learn about the state-of-the-market for C-V2X devices, as well as a technical deep-dive into the technology, to include the latest testing and standards development. In addition, participants will have the opportunity to provide feedback on OmniAir’s proposed test plans, and to offer input on requirements for the future certification program.
In 2017, OmniAir launched the world’s first certification for DSRC-V2X, providing assurance that devices conform with industry standards, and meet minimum interoperability and security requirements. OmniAir plans to build on this successful certification program, and extend its certification offerings to the rapidly growing market for C-V2X.
“All Connected Vehicle devices, regardless of the underlying radio technologies, should be subject to the same rigorous testing and certification requirements,” said Jason Conley, Executive Director for OmniAir Consortium. “This workshop will be the first step toward making OmniAir Certification available to meet the needs of the rapidly-growing marketplace for C-V2X technologies.”
Device manufacturers, Tier One suppliers, OEMs, deploying agencies, chipset manufacturers, test labs, and test equipment providers have signed up to contribute to the development of a robust certification program for C-V2X devices.

Job Title: Manager, Technology Programs
Job Description: OmniAir Consortium® seeks an experienced RF engineer, with verification testing experience for a position of Manager, Technology Programs. This is a key technical role in the leading certification organization for transportation technologies.
This is a full-time position with an immediate start. The successful candidate will have excellent analytical, verbal, and written communication skills, and enjoy working in a fast-paced environment. A strong work ethic and a positive attitude are a must. Interest in transportation or technology issues is a plus.

Responsibilities
- Enhance certification scopes in Tolling, Payment Systems and Connected Vehicles in surface vehicle transportation sector domestically and developing international opportunities.
- Working with Radio Communications (RFID, DSRC, C-V2X, & 5G), security and testing compliance/interoperability.
- Participate in associated standards, regulatory and industry associations with their requirement documents and leveraging them to develop and implement certification scopes for trusted transportation communications.
- Manage and facilitate technical aspects in OmniAir Working Groups.
- Auditing Test Equipment and Test Laboratories for Compliance and Authorization
- Technical Writing in developing Test Cases and Certification Scopes.
- Develop Software Language Analysis Tools (such as Python Scripting).
- Track certification services applications.
- Process and review device certification applications, test reports, and grants.
Requirements
- At a minimum, a Bachelor’s degree in a technical field, preferably Electrical Engineering, Systems Engineering, Computer Science or other engineering field is required.
- Minimum 3 years of relevant industry experience.
- Strong understanding of wireless technologies.
- Hands-on experience working with Radio Communications (RFID, DSRC, Cellular), security and testing compliance/interoperability.
- Excellent communications and consensus building skills.
- Attention to detail.
- Technical writing capabilities and experience.
- Electronics Testing Knowledge from Standards, Safety, Regulatory and Security perspective.
- Project Management experience preferred.
- Software scripting language/s preferred.
