FETC International Earns OmniAir Certification: 6C Tolling Protocol Reader

OmniAir Consortium® is excited to announce that the FETCi Victoria ORT RFID Reader successfully met the requirements to earn OmniAir Certified® status.

FETC International is a leading Intelligent Tolling Enabler. It is a wholly-owned subsidiary of its parent company, Far Eastern Electronic Toll Collection Company (FETC) in Taiwan.

Since its establishment in 2004, FETC was officially commissioned by the Taiwan government to build and operate the ETC system and associated service operation for a nationwide freeway network. In early 2006, FETC successfully launched Single Lane Free Flow (SLFF) ETC operation in 23 toll plazas. That experience helped shape this high-performance RFID Reader. The FETCi Victoria ORT RFID Reader promises to raise the bar within the ITS field due to its reliable performance and a wide variety of features.

All OmniAir Certified RFID tags and readers for tolling, including the FETCi Victoria ORT RFID Reader, as well as devices certified for the connected vehicle market, are listed on OmniAir’s searchable directory. Deploying agencies and end-users are encouraged to verify any claims of OmniAir Certification on our certified devices listing page located online at https://omniair.org/certified-products/.  If a device is not registered, it is not an OmniAir Certified device.

OmniAir Consortium®, the leading industry association promoting interoperability and certification for ITS, tolling, and connected vehicles, seeks industry experts to participate in OmniAir’s 2020 technical program of work.

OmniAir is seeking individuals with technical expertise in ITS, V2X (including C-V2X) and tolling to help move our technical program of work forward in 2020.   If you are more interested in solving difficult technical challenges than lobbying and advocacy, then OmniAir® is the place for you.  We need your help.

OmniAir Working Groups, which meet twice a month, are open to all OmniAir members. While each organization may appoint one voting representative, participation is open to all employees of that organization.

OmniAir Working Groups bring together industry experts with a broad range of skills, experience, and points of view. Participants engage in a collaborative work environment to drive OmniAir’s Certification Programs, prepare test cases for OmniAir Plugfest events, and shape the future of ITS and IoT technologies.

OmniAir currently has four Working Groups, and two sub-Working Groups to choose from:

Tolling & Emerging Payment Technologies Working Group

Chair: Tom Hutchinson, HNTB Corporation
Vice Chair: Stan Ozalis, Burlington County Bridge Commission

The Tolling & Emerging Payment Technologies (TEPT) Working Group is focused on the development of OmniAir’s Multi-Protocol Tolling Certification Program. This will expand OmniAir’s existing testing and certification program for RFID tolling tags and readers from single protocol devices, to multi-protocol devices (6C, 6B-80K, and TDM). This new certification program will help the tolling community to achieve the long sought-after goal of national toll interoperability.

In 2019, the Working Group developed a Program Scope/Conformance Assessment Scheme. The Working Group is currently focused on finalizing a test plan and the drafting of test cases.

An in-person tolling workshop is being planned for February. The new certification program is expected to launch by early Q3.

The next meeting is scheduled for Wednesday, January 22.

Certification Working Group

Chair: Frank Perry, WSP

The Certification Working Group (CWG) develops policies and guidelines that govern OmniAir’s certification programs, lab authorizations, and test equipment qualifications. Recently, CWG completed work on the Multi-Protocol Tolling Device Certification Program Scope, as well as Recertification and Product Change Guidelines.

With the planned launch of two new OmniAir certification programs this year, the CWG will be focused on updating existing policies for test laboratories, test equipment, and certification to ensure they can accommodate new certification programs. The CWG will also spearhead a new effort focused on developing a new program for Authorized Field-Testing Facilities for Connected Vehicle and Tolling testing. Additionally, the CWG will work on a generating a standards consideration process draft.

The next meeting is scheduled for Monday, January 27.

Technical Working Group

Chair: Mike Brown, Southwest Research Institute

The Technical Working Group (TWG) develops the technical strategy for the OmniAir Connected Vehicle Certification programs. The TWG is defining test cases and specifications, certification scope, device profiles, and templates for technical reports as well as addressing other technical topics. In 2020, the TWG will focus on Release 2, CV2X, SPaT/MAP and RSU activities along with preparations for the upcoming Austin Plugfest, April 27 – May 1.

The next meeting is scheduled for Tuesday, January 28.

C-V2X Sub-Working Group

Chair: Jim Lansford, Qualcomm

The C-V2X Sub-Working Group is focused on drafting and verifying test cases for OmniAir’s new C-V2X Certification program. Sub-Group efforts will be focused on adapting upper layer test cases from OmniAir’s existing DSRC-V2X certification program for LTE-V2X device testing. In addition, the Sub-Group is developing new test cases based on 3GPP standards, as well as the SAE J3161/1 standard, as well as J3161 test cases.

This sub-group works in tandem with the Technical Working Group and expects to have full set of draft test cases for OBUs and RSUs ready for testing in advance of the Lonestar Plugfest.

The next meeting is scheduled for Tuesday, January 28.

V2X Application Testing Sub-Working Group

Interim Chair: Andrew Donaldson, Danlaw

The TWG is forming a new Sub-Working Group for V2X Application Testing. This Subgroup will examine testing and certification for V2X applications, in lab and field environments. OmniAir is actively seeking volunteers from within the TWG to participate in this effort. Andrew Donaldson of Danlaw will lead the effort on an interim basis.

The first meeting will be in early February, date and time TBD.

Cybersecurity Working Group

Chair: Jimmy Upton, Integrity Security Services

The Cybersecurity Working Group (CSWG) develops security test specifications and certification criteria for V2X devices such as vehicle onboard units (OBUs) and roadside units (RSUs).  The Working Group’s certifications will enable OEMs and suppliers to develop and deploy secure devices used in critical applications.

In 2019, the CSWG developed 17 new test cases focused on expired certificates, security profiles, and SCMS interaction. In 2020, CSWG efforts will focus on the SCMS interaction, per 1609.2.1 specification, as well as expanding on our existing 1609.2 testing, as well as misbehavior testing.

The next meeting is scheduled for Thursday, January 23.

Based in New Taipei City, Taiwan, the company is a total solutions provider, with deep expertise in RFID-based electronic toll collection and smart cities.

Later when RFID-based ETC technology was made available to the general public in 2012, the rapid increase in utilization rate allowed Freeway Bureau, MOTC and FETC to migrate to distance-based and multi-lane free flow (MLFF) ETC December 30th, 2013.

Currently, more than 7 million customers traverse the 331 MLFF gantries generating more than 6 billion accumulated transactions.

FETC is one of the 200 affiliated companies in Far Eastern Group (FEG).

The Burlington County Bridge Commission is the latest public agency to join OmniAir Consortium®. The Burlington County Bridge Commission is responsible for the operation and maintenance of several bridges in Burlington County, New Jersey, just across the Delaware River.

The Commission is one of 39 member agencies that make up the larger E-ZPass Interagency Group that operates within 17 states. E-ZPass is an electronic toll collection system used on most tolled roads, bridges, and tunnels in the Midwestern and Eastern United States, as far south as Florida and as far west as Illinois.

“The Commission has taken a leadership role on behalf of the E-ZPass Group within OmniAir to develop and launch OmniAir’s Multi-Protocol Tolling Device Certification Program said,” Stan Ozalis, Director of Information Technology and ETC for the Burlington County Bridge Commission. “This work goes hand in hand with our mission to provide Burlington County residents, commuters and visitors with safe, accessible and affordable bridges, roads and facilities.”

OmniAir’s Tolling and Emerging Payment Technologies Working Group brings together the nation’s leading tolling experts from government and industry to develop and advance OmniAir’s testing & certification programs for tolling technologies. Multi-Protocol Tolling Device Certification involves three regional, single, standalone RFID protocols (6B, 6C & TDM).

Multi-protocol tags and readers, which incorporate three regional, single, standalone RFID protocols (6B, 6C & TDM), are becoming increasingly popular in the market.  The development of a certification program for multi-protocol devices is top priority for OmniAir. This new certification program is expected to launch in mid-2020.

The new Directors, elected at the OmniAir® Annual Board Meeting, will serve terms of three years.

“OmniAir’s newly elected Directors bring deep experience in transportation technology and valuable industry insights,” said Steve Novosad, Chair of OmniAir’s Board of Directors and Assistant Vice President, HNTB Corporation. “They will help to guide OmniAir’s strategy, and to advance the organization’s mission of ensuring trusted communications technologies for transportation.”

With over 80 members from around the world, OmniAir’s membership includes device manufacturers, engineering firms, test labs, test equipment providers, automotive OEMs, Tier One suppliers, and deploying agencies. OmniAir offers independent, third-party testing and certification programs for both RFID tolling and vehicle-to-everything (V2X) connected vehicle technologies.
