OmniAir Applauds FCC For Granting 17 New C-V2X Waivers
OmniAir Consortium®, the leading industry association promoting interoperability and certification for ITS, tolling, and connected vehicles, applauds the Federal Communications Commission for its decision to grant a set of 17 waivers, paving the way for these petitioners to deploy cellular vehicle-to-everything (C-V2X) technology in the 5.895-5.925 GHz band.
“Today’s action by the FCC to grant these additional waivers is another important step toward deploying life-saving C-V2X technology in the United States,” said Jason Conley, Executive Director of OmniAir Consortium. “OmniAir stands ready to help ensure the availability of trusted, certified C-V2X devices.”
OmniAir Certification and Conformance Testing Program for C-V2X radio devices help to realize these “trusted communications” between the roadside infrastructure, vehicles, and other transportation users to enhance public safety.
OmniAir launched the world’s only full-stack certification program for C-V2X (LTE-V2X PC5) radios in 2021. OmniAir Certification helps to assure deployers of C-V2X technology that devices conform to industry standards and meet minimum interoperability and security requirements.
Although granting these waivers is a significant step, OmniAir encourages the Commission to issue its final technical and services rules as soon as possible to support full national deployment.

OmniAir to Host Virtual C-V2X Security Testing Event
OmniAir Consortium®, the leading industry association promoting interoperability and certification for ITS, tolling, and connected vehicles, will host a virtual testing event focused on implementing 1609.2.1 security for OBU, RSU, Modules, and for those running applications for connected vehicle safety messages.
The testing event is free to OmniAir members, and non-members are welcome to participate for a small fee, that can be applied toward the OmniAir Taipei Plugfest, readiness event in November. The virtual testing event is designed to help C-V2X device manufacturers comply with security standards for connected vehicles and infrastructure communications.
This virtual testing event will take place the week of September 18. Participants will be able to schedule confidential, one-on-one testing sessions with leading V2X security and credential management service providers from around the world, including:
The event will focus on managing the enrollment of security certificates for the Security Credentialing Management System (SCMS) by implementing the IEEE 1609.2.1 Std. TM for On-Board Units (OBU), Roadside Units (RSU), modules, and those running applications for connected vehicle safety messages.
What is the Security Credential Management System?
The Security Credential Management System (SCMS) is a unique security infrastructure that enables multiple vendors to operate in a safety-critical environment. Unlike conventional PKI systems that only support peer-to-peer connections, the SCMS architecture allows multiple devices from different vendors to exchange authenticated messages while preserving the privacy of vehicle owners.
How do vendors interface with the SCMS?
The standard interface devices use to communicate with the SCMS providers are defined by IEEE 1609.2.1, standard, published in 2022. The OmniAir test suite provides a consistent set of validation tests that confirm interoperability and compliance with this standard. Connected vehicle infrastructure operators can be confident that OmniAir Certified® devices can be successfully deployed with a compliant SCMS provider.
What is 1609.2.1?
It contains certificate management protocols that support the provisioning and management of digital certificates, as specified in IEEE Std 1609.2 TM. It ensures the end entities that devices use digital certificates to authorize application activities.
What Happens During a Test Session?
Participating vendors will have the opportunity for one-on-one test sessions with SCMS providers to help ensure readiness for certification and deployment. The private testing session is designed to familiarize vendors with relevant standards and OmniAir security test cases.
Participating vendors will learn from SCMS providers how to:
- Remotely accessing and loading test certificates.
- Enroll and authorize by the SCMS provider.
- Participants can also run through a select series of OmniAir’s security-focused 764b test specifications.
- Prepare your device for OmniAir certification.
The testing event will allow participants time between testing with each SCMS service provider to make any adjustments required to progress through the test process.
This process accurately emulated real-world security interactions between connected vehicles and security portals. For those passing through multiple security interactions, provides device manufacturers confidence that they are ready for OmniAir Certification and that they can deploy a secure OBU or RSU.
As with OmniAir Plugfests, only anonymized, aggregated test results will be published.
