Job Title:                         Manager of Business Operations

Job Description:           OmniAir Consortium® seeks a Manager of Business Operations with a positive, team-oriented, can-do attitude to join a fast-growing technology association.

This is a full-time position with an immediate start. OmniAir has a small, distributed staff (6 total) and over 90 members across Europe, Asia, and North America.  The candidate must be comfortable working in a remote environment (or co-working facility) with an international and diverse membership.  An interest in technology and/or transportation issues is a must.

The ideal candidate will assist with various aspects of the association’s operational duties and play a key role in supporting various departments and initiatives.  As a growing association, this is an excellent opportunity to use your project, communications, and organizational skills to help advance OmniAir’s mission.

Responsibilities

  • Provide organizational and operational support to the association and membership

  • Organize and support Working Group, Membership, and Board meetings in virtual and physical environments

  • Maintain membership and certification files

 Education and Experience

  • BA/BS Degree required
  • 3-5 of years experience providing operational or administrative support in an office environment required
  • Prior experience in trade associations or Capitol Hill preferred

  • Ability to work with minimal supervision in a dynamic, fast-paced environment

OmniAir Consortium, the leading industry association promoting interoperability and certification for ITS, tolling, and connected vehicles, announced today the launch of a new initiative to develop a certification program for the next generation of transportation payment systems.

This comprehensive initiative will provide assurance to infrastructure owner-operators (IOOs) that transportation payment technologies—such as V2X-based tolling, road usage charging (RUC), and mobile app-based payments are interoperable, conform to industry standards, and meet end-user requirements.

At the same time, the automotive and tolling industries are cooperating to leverage connected vehicle-based technologies for toll payments. Meanwhile, mobile app-based technologies have opened a world of possibilities for road pricing and demand management strategies.

As the U.S. Congress continues to consider the Bipartisan Infrastructure Framework, there is a growing need for fair and equitable solutions to finance this investment. Emerging payment solutions, such as RUC/Vehicle Miles Traveled (VMT) payments, have been piloted extensively in recent years, and are now poised for operational deployments.

“We are excited to open this new initiative to our members,” said Jason Conley, Executive Director of OmniAir. “We are entering an exciting period, where for the first time, tolling and V2X activities are merging and those that volunteer at these early stages have the ability to shape its future.”

OmniAir’s new V2X-Based Tolling and Road User Charging Initiative will be a collaboration between infrastructure owner-operators and industry stakeholders to address these needs. Suzanne Murtha, Vice President of Connected and Automated Vehicles for AECOM will chair the new initiative.

The working group identified three key categories to explore: V2X-based Tolling, Mobile Payment Applications and Road User Charging (RUC) and each segment is led by a pair of industry leaders.

The Scope of Test Plan for the J3217 tiger team is led by Qualcomm Senior Staff Engineers, Drew Van Duren, and Sean Maschue. The objective of this group is to develop the scope of a test plan, based on J3217, including all aspects of application functionality.

The Mobile payment applications tiger team is led by Kapsch TrafficCom North America’s National Practice Lead, Steve Sprouffske, and ClearRoad Co-Founder and COO, Paul Salama. The group will lead in defining the tolling and RUC mobile application certification points to ensure industry-wide standardization, reliability, and robustness while not encroaching on innovation. The group will also define the breadth of the Mobile App domain, and the interfaces into the Mobile app, and the associated data standards processes. Mobile App Interfaces may include Consumer, Vehicle, transportation agency/Toll Authority/Roadway operator, Payment processors, back-office, reporting and auditing, regional/national clearinghouses, and other stakeholders.

The Road User Charging (RUC) Certification Stakeholder Engagement tiger team is led by the Oregon Department of Transportation Office of Innovation Manager, Maureen Bock, and WSP USA’s Road Usage Charge Technical Subject Matter Expert, Markell Moffett. Many jurisdictions are exploring road usage charge (RUC) programs, where people pay for road usage by the mile rather than by the gallon. These programs require multiple subsystems and components that perform activities to accurately collect, process, and collect a RUC. This tiger team will define and delineate each subsystem and component, as well as identify which subsystems, components, and communications between them have current or emerging standards against which they can be certified. This tiger team will also explore what stakeholder engagement is needed to ensure the right voices are at the table to develop a RUC certification program that supports the needs of jurisdictions and industry.

OmniAir Consortium, its partners, and participating members gathered for the first time in over 18 months for the OmniAir Michigan Plugfest. Thanks to the event host, Danlaw Inc., event partner, Mcity Test Facility, and all of our participating members, the event was a resounding success!

The week-long testing event brought together leading C-V2X device manufacturers, test laboratories, and test equipment providers from Europe, Asia, and North America for our first C-V2X focused Plugfest.

Bench testing took place at the Danlaw Inc. headquarters in Novi, Michigan. Field testing was hosted at the state-of-the-art connected vehicle proving grounds at the Mcity Test Facility in Ann Arbor, Michigan.

 

The Michigan Plugfest had an impressive gathering of 14 C-V2X test equipment providers offering both bench and field testing and 20 unique C-V2X On-Board Unit (OBU) and Roadside Unit (RSU) connected vehicle devices. The combination of 20 C-V2X OBUs and RSUs came from 11 participating device vendors including, Applied Information, Autotalks, Cohda Wireless, Commsignia, Continental, Danlaw, Harman, Hitachi, Kapsch, Siemens, and Qualcomm.

The devices under test (DUTs) took advantage of 1609.2 security, multi-root, and SCMS certificate provisioning from five PKI providers Autocrypt, Blackberry, Escrypt, Integrity Security Services, and Microsec.

Anritsu, Keysight, NI, Nordsys, Rohde & Schwarz, S.E.A. Datentechnik GmbH, Spirent, and Wayties provided 156 individual test sessions offering a wide array of tests including PHY, J3161/1 Radio, Applications, 1609.3 NS, J2735 WSMs, J2945/1 BSMs, RSU 4.1 and SNMP. In addition to the test equipment providers, DEKRA, our first OmniAir Authorized Test Laboratory (OTAL) contributed to the testing efforts.

“This event was an unequivocal success due to the tremendous in-person participation and global support,” said Jason Conley, OmniAir’s Executive Director. “OmniAir Plugfests provide an opportunity for V2X vendors to learn from each other and to test in an open and cooperative environment, improving industry performance across the board.”

OmniAir Plugfests are an excellent opportunity to determine the readiness of the V2X industry and to prepare devices, test equipment, and test laboratories for our certification, qualification, and authorization programs. OmniAir certification is successful because we certify RSU and OBU devices with OmniAir Qualified test systems used by laboratories, OATLs, that OmniAir has audited and authorized to provide third-party validation testing. 

There is no substitute for OmniAir’s C-V2X certification program. Our C-V2X device certification program is comprehensive and covers radio functionality, the V2X stack, message compliance protocols, radio integration into a device, applications, location accuracy, and device security. End users can be assured that an OmniAir certified device conforms to industry standards and is interoperable.
