Members are invited to submit nominations of candidates to serve on the Board of Directors for OmniAir Consortium®.
OmniAir® is seeking qualified candidates who possess the requisite judgment, experience, and expertise to serve in this leadership capacity. We are seeking candidates who reflect the diversity of OmniAir’s membership, and who are willing and able to dedicate the necessary time and resources to help OmniAir advance its mission.
Elections will take place at the Annual Meeting of the Board of Directors on December 4, 2019. Directors serve for a term of three years and are eligible for reelection.
Candidates for the OmniAir Consortium Board must be the “primary representative” of an Associate or Executive Member in good standing. Directors will be drawn from both the public and private sectors.
When a representative of an Associate Member is elected to serve as a Director, that member is required to elevate their membership to “Executive” prior to its representative assuming a board seat.
Candidates are requested to submit a letter of interest, and a copy of their resume and/or biography to the Nominating Committee of the Board, via the Executive Director, no later than 5 p.m. Eastern on Friday, November 8.

The week-long testing event brought together leading V2X device manufacturers, test labs, and test equipment providers from Europe, Asia, and North America.
The event was hosted by DEKRA at their state-of-the-art Connected Vehicle Test Centre in Málaga. We had strong participation, with 28 devices, including 7 Cellular V2X radios, participating. Participating companies were able to test their devices against conformance, interoperability, security, and location accuracy. Both lab and field testing were offered.
“This event was undoubtedly OmniAir’s most comprehensive Connected Vehicle testing event to date,” said Jason Conley, OmniAir’s Executive Director. “OmniAir Plugfests provide an opportunity to V2X vendors to learn from each other and to test in an open and cooperative environment, improving industry performance across the board.”
“The OmniAir plugfest was a highlight for DEKRA since we were looking at so many satisfied faces during the event,” added Thomas Jäger, Head of Technology Management and Senior Vice President Service Division Product Testing. “Collaboration between vendors in early phases of new technology developments is always the best method to achieve sustainable progress. The week kicked off with a successful policy conference where attendees heard and learned from global leaders in their respective fields. Keynote speakers included Ana Blanco, Deputy Director of Spain’s Directorate General for Traffic, and Maxime Flament, Chief Technology Officer for 5G Automotive Association. Panels on cybersecurity, V2X testing, and deployment around the world, and C-V2X rounded out the day. This was followed by a sunset networking reception, featuring the best of Andalusian hospitality.
DSRC-V2X device testing included 10 On Board Units (OBUs) and 11 Roadside Units (RSUs), along with 7 early-stage C-V2X devices, reflecting the growing demand for vehicle-to-infrastructure (V2I) capabilities from infrastructure owner-operators around the world.
The European Plugfest also saw a strong gathering of testing providers, with 19 test stations offering nearly 250 individual test sessions for both field and bench scenarios, both records for a Plugfest. For the first time, participating labs and tool providers offered tests based on both U.S. and European standards.
Tests included multi-root and SCMS certificate provisioning, performance, and profile assessment, application, BSM comparison, BSM plus GNSS position accuracy, 3GppR14/PC5, 802.11p, 1609, J2945/1, ITS 5G, RSU MIB, SPaT and MAP.
Live security certificate interoperability field testing was offered for the first time during the European Plugfest. This test was made possible by the cooperation of our Security Credentials Management System (SCMS) providers and was performed on DEKRA’s test track. Our certificate providers worked hard to create a consolidated Local Certificate Chain File (LCCF) in the months leading up to Plugfest. This consolidated file was then used to bootstrap the OBU and RSU devices. Once bootstrapped, the devices were capable of receiving and transmitting messages from each other, regardless of the security certificates present on the device.

New and Dynamic Tests Offered for the First Time at OmniAir’s European Plugfest
OmniAir Consortium®, the leading industry association promoting certification and interoperability for ITS, Tolling and Connected Vehicles will offer full device C-V2X testing for the first time at the upcoming OmniAir European Plugfest in Málaga, Spain, September 30-October 4.
In anticipation of hosting our event in Europe, an initial set of 75 C-V2X test cases have been developed by OmniAir’s Technical Working Group. The Working Group has broad industry representation by leading device manufacturers, chipset providers, engineering firms, test labs, and test tool providers from Europe, Asia, and the Americas. This Plugfest is the only testing event in Europe that will offer to test against OmniAir specifications.
In addition to the new C-V2X test cases, OmniAir through its’ partnership with the U.S. Department of Transportation, Federal Highway Administration is introducing a new series of RSU test cases. There are 28 new MAP application test cases based off of the SAE J2735 message set dictionary, 22 SPaT application test cases based off of the SAE J2735 message set dictionary, and 11 new SPaT application test cases based off of the new NTCIP 1202v03 Object Definitions for Actuated Signal Controller Interface standard. These new test cases will be tested on the bench and at DEKRA’s test track.
Bench testing will take place at the Caterpillar Demonstrations & Learning Centre and field testing at DEKRA’s test track during the week. The C-V2X test equipment will be separated from the DSRC test stations, providing additional privacy for C-V2X participants. For those that are not quite ready to have their device tested in a collaborative, interoperable, environment we are offering limited, private testing located off-site at DERKA’s test lab.
C-V2X devices can take advantage of traditional 3GPP Physical Layer/Radio Testing plus OmniAir’s 200 test cases for RSUs and 120 for OBUs. OmniAir Plugfest events are not just for certification but for device functionality and pilot readiness.
Security is an important focus this year with three major SCMS security certificate providers participating: INTEGRITY Security Services, Penta Security and BlackBerry Certicom. Each provider will have a field RSU with its unique certificates installed. Device participants will be able to experience true interoperability testing with the RSU’s broadcasting WSA, SPaT & MAP messages.
OmniAir has 16 companies providing over 20 V2X testing stations. No other V2X testing event can even come close to matching the level of expertise offered at the OmniAir European Plugfest!

OmniAir conducts true conformance and interoperability testing. When claims of interoperability are made at an OmniAir Plugfest, a V2X device sends and receives messages between competitor devices. This is in stark contrast to other venues where success is measured by the ability of a V2X device to simply interface with a single piece of test equipment, let alone devices from another manufacturer.

Calling all C-V2X and DSRC-V2X Device Makers
Registration for OmniAir’s European Plugfest Is Open!
OmniAir Consortium®, the leading industry association promoting interoperability and certification for ITS, Tolling, and Connected Vehicles, will be working with test equipment vendors and test laboratories to provide comprehensive conformance and interoperability testing of V2X devices at the upcoming European Plugfest, hosted by DEKRA at their Testing & Certification Laboratory and test track in Málaga, Spain.
OmniAir Plugfest events are the premier testing venues for Connected Vehicles. These week-long testing extravaganzas provide an opportunity to test V2X devices, in both lab and field environments. OmniAir Plugfests draw device manufacturers, Tier One Suppliers, chipset providers, OEMs, deploying agencies, and leading engineering firms from Asia, Europe, and North America.

The OmniAir European Plugfest begins with a Connected Vehicle Policy Workshop, followed by four days of comprehensive testing for both C-V2X and DSRC/ITSG5 devices. The event will feature testing for conformance, interoperability, and security–in both lab and field environments in the following areas:
- Radio testing for C-V2X PC5 and DSRC
- Conformance testing against OmniAir specifications for DSRC
- Conformance testing against existing OmniAir specifications (draft) for C-V2X
- Testing against ETSI specifications for ITS-G5
- BSM Performance & Location Accuracy Testing for DSRC
- BSM Driver Comparison Testing for DSRC and possibly C-V2X
- SCMS Security Certificate Testing (including new OmniAir security test cases)
- Reference Device Testing Availability for Certified DSRC Device with Stakeholder (limit two total)
