V2V Statement Attributable to the Department of Transportation
“The Department of Transportation and NHTSA have not made any final decision on the proposed rulemaking concerning a V2V mandate. Any reports to the contrary are mistaken. In all events, DOT hopes to use the dedicated spectrum for transportation lifesaving technologies. Safety is the Department’s number one priority.”
In response to the proposal, NHTSA is still reviewing and considering more than 460 comments submitted and other relevant new information to inform its next steps. An update on these actions will be provided when a decision is made at the appropriate time, taking into consideration the rich comments received in response to the proposed action published in December 2016. While DOT withdrew or revised 13 rules this year, V2V is not one of them, and it remains on DOT’s significant rulemaking report.

San Jose, CA USA – October 30, 2017 – Spirent Communications (LSE:SPT), the leading provider of connected car and automotive Ethernet test solutions, announced today that its vehicle-to-everything (V2X) solution has successfully completed the qualification process as OmniAir Qualified Test Equipment for WAVE-DSRC compliance certification. This certification gives connected car makers confidence that their vehicular communication devices and associated software will pass global industry requirements for interoperability and compliance with current standards and regulations.
Automotive OEM manufacturers, their suppliers and governments are actively investing in V2X communications. With the first US pilot deployments ongoing in several states, in the near future V2X will be widely deployed and used to notify drivers about road work, lane closures, traffic signal timing and even potential collision hazards, in order to optimize the safe flow of traffic and ultimately enable fully autonomous vehicles to operate in a safe and cooperative manner.
The OmniAir Consortium, an industry association promoting interoperability and certification for intelligent transportation systems, tolling and connected vehicles that use dedicated short-range communications (DSRC) and radio frequency (RF) technologies, recently launched its global V2X device certification program, an independent, third-party testing and certification program for V2X-DSRC connected vehicle products.
OmniAir has fully certified Spirent’s TTsuite-WAVE-DSRC test equipment to validate the conformance of an implementation or a system based on Certification Operating Council (COC) test specifications, as recommended by the U.S. Department of Transportation (DOT). All of Spirent’s V2X conformance test suites enable full test automation and provide global V2X standards coverage, including both the European ITS-G5 and the USDOT /COC WAVE-DSRC standards, as per IEEE1609.x and SAE J2945/1.
“Our V2X device certification program is designed to advance safer transportation systems and connected car communications by improving the mobility, efficiency and interoperability of ground transportation networks,” said OmniAir Executive Director Jason Conley. “OmniAir has selected Spirent’s TTsuite-WAVE-DSRC for V2X conformance testing, a suite that elevates OmniAir’s portfolio of testing equipment and commitment to independent third-party testing.”
“Spirent is honored to be one of the first qualified test solutions in OmniAir’s new V2X device certification program,” said Abhitesh Kastuar, Spirent’s General Manager for Automotive business. “Our products help partners and customers deploy their solutions assured that they meet requirements regarding functionality, interoperability and performance as outlined by the OmniAir Consortium and in forthcoming regulations by the U.S. department of transportation. We are fully committed to supporting evolution of these standards and specifications as the industry needs evolve.”

Spirent Communications (LSE:SPT) announced today it has agreed to partner with Commsignia, the leader in Vehicle-to-Everything (V2X) communication protocol stack and V2X Hybrid/ADAS solutions to provide the market with the most reliable and complete testing platform for the certification of V2X devices to the latest global standards. As part of the co-operation, Spirent will combine Commsignia’s V2X Software Golden Sample with Spirent TTsuite-WAVE-DSRC test system whilst Commsignia will use the Spirent TTsuite-WAVE-DSRC test system as a pre-certification tool for its Unplugged-RT V2X Protocol Stack.
Spirent and Commsignia are both members of the OmniAir Consortium which is responsible for certifying V2X devices and their communication software, in order to ensure that all the devices on the US and global markets are interoperable and compliant with current standards and regulations.
Automotive OEMs, Tier-1s, smart cities and governments are investing heavily in V2X Communications technology. In the near future, V2X communications will be used to assist drivers with notifications such as collision and road work warnings, lane closures, traffic signal phase and timing, to optimize the safe flow of traffic and ultimately to enable fully autonomous vehicles to operate in a cooperative manner to avoid collisions.
Abhitesh Kastuar, Spirent’s General Manager for Automotive solutions explains, “V2X-enabled vehicles are already in mass production and major deployments are expected by 2019. As V2X requires interoperability among the devices used for communication supplied by many radio and communication software stack suppliers, testing for standards compliance and interoperability among these devices is crucial.”
According to Alain Vouffo, Automotive Product Manager at Spirent, “After thorough research and testing of available V2X communication software stack solutions, Spirent has selected Commsignia’s Unplugged-RT V2X Communication Protocol Stack as the Golden Sample for V2X Software testing to combine with Spirent TTsuite-WAVE-DSRC test suite. The system is available now for the test houses, OEMs and Tier-1 suppliers wishing to validate and certify their V2X solutions.”
Jozsef Kovacs, Commsignia CEO commented, “Commsignia is committed to providing V2X software that meets the most rigorous testing and functional criteria of V2X use cases. Spirent was a natural choice for Commsignia to partner with, as both of our organizations strive to provide certified, validated solutions to meet the needs of our customers. Spirent’s offering covers standard variants both in the US and in Europe and will help ensure Commsignia compliance to the latest standards. We are proud that Spirent, a globally renowned brand for standards testing, has selected Commsignia to provide the reference V2X communication software stack for its TTsuite-WAVE-DSRC V2X conformance testing.”
Spirent’s TTsuite-WAVE-DSRC is among the first qualified test solutions approved by OmniAir for WAVE-DSRC certification. Spirent’s V2X conformance test suites enable full test automation and provide global V2X standards coverage, including both the European ITS-G5 and the USDOT Certification Operating Council (COC) for WAVE-DSRC compliance to meet continuously changing development requirements.
The two companies plan to expand their partnership with joint solutions to cover the testing requirements of future global V2X standards, including the upcoming C-V2X/LTE-V and 5G technologies.
